10 Infrastructure Projects that will Change the Philippines

A good leader is a builder.  All good leaders in history are remembered for what they have established or constructed.  This is because the ability to complete a major infrastructure project is a sign of unity, peace and progress made possible by a good leader of a particular civilization.

There is not much to draw from Philippine experience, given the limited infrastructure projects in the country, but great leaders in other countries or civilizations have done a lot to improve the lives of their constituents.  These are evident in the grand projects accomplished in the Netherlands, Singapore, the United States, France, Canada, Australia, Japan and Israel to name a few.

This is something President Benigno Aquino III should keep in mind, if he really wants to make a difference in the lives of the Filipino people.

Although the Philippine economy posted decent growth in his first three years in office, such growth was artificial in nature and led by the expansion of the services sector, especially finance and real estate, whose impact does not trickle down to the poor.

The Aquino administration has trumpeted its public-private partnership program as a centerpiece of its development projects, but so far it has yet to start the construction of any major project.

We would not go to the extent of suggesting that the government build multi-billion-dollar projects such as bullet trains, giant dams or inter-island super bridges, given the government's limited resources.  What we have in mind are projects that can be supported by existing government and private sector funds.  We list these 10 major infrastructure projects to give the government an idea of where to start.

10. Water treatment facility on every island.  The Philippines has more than 7,000 islands, but not one island has a complete water treatment facility to ensure that liquid waste is treated before they merge with the rivers, lakes and the ocean.

9. Water distribution system in every village. Water is the most important commodity, next to oxygen which is free, thanks to forests and trees that circulate it for humans.  Every village or barangay in the country should have access to potable water.  This will improve the lives of millions of people and enable workers to concentrate on productive activities without worrying about where to source their potable water in the evening.

8. Sewerage and anti-flood system in every village. The Philippines is the most typhoon-prone country in the world, yet it has the weakest anti-flood infrastructure.  Every village should have an underground network of sewers that will keep flood waters from rising beyond the street level.  Otherwise, millions of homes will be inundated during the rainy season every year.

7. Solar and wind mills in every village. Solar energy and wind velocity are renewable sources of energy that the country has ample supply of.  A one-megawatt solar power plant and one-megawatt wind mill in every village will be enough to meet the country's entire power requirement.  Remember that the Philippines has over 40,000 villages.

6. Mindanao Railway.  A new railway system in Mindanao will help facilitate the movement of people and goods in the resource-rich southern Philippines.  A Visayas Railway will also do the same thing in central Philippines.

5. Expansion of all roads to include sidewalk and bicycle lanes. One major hurdle to walking or riding bicycles is the narrow width of Philippine roads that do not have provision for sidewalk and bicycle lanes.  The limited sidewalk or sidestreet are even used as parking lots, depriving commuters of a good environment for walking.  Every successful city respects the right of its residents and tourists for comfortable movement in the street.

4. Cleanup of all rivers. If the government is really sincere in creating jobs and protecting the environment, it should start a cleanup campaign covering all rivers, starting with the heavily polluted Pasig River.  Although it is not a river, Manila Bay should also be cleaned until every litter on its shore and on its bed is removed. That effort will employ a lot of people.

3. A new city in Luzon.  Metro Manila will always be congested and polluted until the people find a better urban center in Luzon.  It is the chance of the government to build a new city (maybe in Bulacan or Pampanga) from the ground up, with better planning.  It could be the Clark City in Pampanga or the Remedios Trinidad City in Bulacan.

2. Luzon Railway.  The existing Philippine National Railway (PNR) Line should be expanded, modernized and improved to make it a world-class rail system that will connect Ilocos Norte province to Sorsogon province. It should add another line, stretching from Cagayan province to Quezon province, then to Batangas province.

1. EDSA Skybridge. Our top recommendation is the EDSA Skybridge or walkway, not because it is the most important, but because it is the easiest to be accomplished.  Yet, its impact will be tremendous in terms of easing traffic congestion, providing people with better alternative to travelling around Metro Manila and giving tourists a chance to explore the metropolis.  An elevated walkway is now a major feature of any modern city.


Fastest Growing Regions in the Philippines

Zamboanga Peninsula of Region IX in the Mindanao posted the fastest economic growth among the 17 regions in 2012, according to the National Statistical Coordination Board (NSCB).

Region IX expanded 12.4 percent year-on-year in 2012, on the back stronger industry and services sectors.

This was followed by Caraga Region with 10.6 percent growth; Central Visayas, 9.3 percent; Cagayan Valley, 8.2 percent; and SOCCSKSARGEN with 8.1 percent. 

SOCCSKSARGEN groups the provinces of South Cotabato, Cotabato, Sultan Kudarat and Sarangani as well as General Santos City.

Calabarzon also finished the year strong with a growth of 5.3 percent, followed by Bicol with 5.2 percent; Metro Manila, 4.2 percent; and Davao Region, 3.7 percent.

Meanwhile, the economy of Eastern Visayas contracted 6.2 percent in 2012, following a 2.1 percent growth in 2011.

NCR or Metro Manila continued to have the largest share of the country’s total output with a 35.7 percent share in 2012, slightly higher than the 35.6 percent recorded in 2011.

It was followed by Calabarzon with a share of 17.4 percent and Central Luzon with 9.2 percent.

The Autonomous Region in Muslim Mindanao had the lowest share of 0.8 percent of the country’s gross domestic product.

The NSCB said in terms of share to the GDP growth, NCR contributed 2.6 percentage points, followed by Calabarzon with 1.2 percentage points and Central Luzon with 0.6 percentage point. ARMM, on the other hand, had a meagre contribution of 0.01 percentage point.

The economies of Luzon, excluding NCR, and Mindanao island groups posted accelerated growths from 2011 to 2012.

Luzon’s economy excluding NCR accelerated from 3.3 percent in 2011 to 6.3 percent in 2012 while the economy of Mindanao posted a robust growth of 8.2 percent in 2012, or almost double its 4.20percent growth in 2011.

Meanwhile, the economy of the Visayas island group remained constant with 5.6 percent growth in 2011 and 2012.

NCR posted the highest per capita income at PhP312,137, or three times the national average of PhP110,314.  Two other regions, Calabarzon and Cordillera Administrative Region had per capita income higher than the national average at PhP132,899 and PhP126,843, respectively. Meanwhile, ARMM had the lowest per capita GRDP at PhP27,819.

The Best Journalism Schools in the Philippines

The Commission on Higher Education (CHED) has identified the best three schools that offer Journalism courses in the Philippines.  According to CHED, these schools are the University of the Philippines (UP) in Diliman, Polytechnic University of the Philippines (PUP) and University of Santo Tomas (UST).

UP Diliman was named a Center of Excellence in journalism and in broadcasting while PUP and UST were named Centers of Development in journalism.

A higher education institution obtains the title of Center of Development (COD) by demonstrating "the highest degree or level of standard along the areas of instruction, research and extension.
With the designation, the PUP Department of Journalism is qualified to receive funding assistance for student scholarships, faculty development, library and laboratory upgrading, research and extension services and other aspects of academic development.

As centers of excellence and of development, the three schools will serve as “catalysts for world class scholarships, best practices, innovative curriculum, research and extension, and professional development” in journalism and broadcasting.

Their designation will remain in effect until May 2014.

In qualifying for the distinction, UP, PUP and UST had earned peer and industry recognition with strong local, national and international linkages; showed innovations in their programs; delivered academic and research output, and engaged in active alumni programs.

The difference between a center of excellence and a center of development lies in the former having a graduate program for at least five years.

Mindanao Faces Power Shortage

Mindanao will likely face another round of daily rotating brownouts in the coming months, as some power plants shut down for scheduled repair and maintenance, according to the government's Mindanao Development Authority (MinDa).

“After seeing capacity improvements in recent months, Mindanao’s power supply is expected to revert to precarious supply scenario by August to October, when some major power plants go on scheduled maintenance shutdown,” MinDa director for investment promotion and public affairs Romeo Montenegro was quoted as saying.

Mindanao experienced rotating power outages during the summer months, lasting up to 10 hours, depending on the area.

STEAG State Power Inc., a German energy company, shut down its 105-megawatt power plant in Mindanao for a maintenance repair that will last until 14th August 2013.

STEAG said another 105-MW unit would be on maintenance shutdown from 21st September to 27th October 2013.  STEAG power plants are considered the biggest in Mindanao on a per unit capacity, accounting for a fifth of the island’s electric generation mix.   The shutdown of the STEAG plants is seen to aggravate the power shortfall in Mindanao,

STEAG State Power Inc. plant manager Carsten Evers said in a statement that the preventive maintenance works need to be carried out to ensure efficiency and reliability of the two power generating units.   The company said the maintenance shutdown was coordinated closely with the state-owned National Power Corp. and grid operator National Grid Corp. of the Philippines. 
Mindanao

Mindanao has a power requirement of about 1,200 megawatts (MW), but existing supply is less than 1,000 MW.  Excess power supply in Luzon and the Visayas cannot be brought to Mindanao, because it is not connected to the power transmission rid.

Three Biggest Philippine Banks Earn US$1 billion

Three of the largest banks in the Philippines earned a combined profit of US$1 billion in the first half of 2013, a milestone in the local financial industry, amid the sustained expansion of the economy.

Financial reports from the Metropolitan Bank & Trust Co., BDO Unibank Inc. and Bank of the Philippine Islands (BPI) show that the three banks booked a total profit of PhP44.2 billion in the January-June period, up by 96 percent from PhP22.6 billion they earned during the same period last year.

Metrobank, the second largest bank, said its net income in the first half surged 145 percent to PhP18.1 billion from PhP7.4 billion a year ago, on steady growth in core revenues.  It said the first-half profit also exceeded the bank’s full-year 2012 income of PhP15.4 billion.

Operating income expanded by PhP16.6 billion to reach PhP45.9 billion, on the back of a 13-percent rise in net interest income to PhP17.3 billion coupled with a PhP14.7-billion increase in non-interest income to PhP28.6 billion.

“Metrobank sustained its momentum with year-on-year loan growth of 16 percent to close the period at PhP545.8 billion. Credit demand was consistent across all sectors, with the consumer segment leading the growth,” it said.

Metrobank said it ended the first semester with PhP1.2 trillion in consolidated assets and PhP135.6 billion in equity. Total capital adequacy ratio remained well above the regulatory limit at 18.1 percent.

BDO, the largest bank, said its first-half net income more than doubled on the strength of all business segments.  Net earnings from January to June reached a record PhP14.1 billion, up 143 percent from PhP5.8 billion a year earlier.

Gross customer loans rose 12 percent to PhP806.6 billion while total deposits breached the PhP1 trillion mark, growing by 17 percent to PhP1.02 trillion on the sustained increase in low-cost deposits.

BPI saw its net income rise 27 percent to PhP12 billion in the six-month period from PhP9.4 billion in the same period last year.  Total revenues climbed 14 percent.

"BPI's financial results for the first half of the year are strong. The growth in our loan book is well balanced and funded by a deposit base that is low cost and growing," BPI president Cezar consing said.

The bank's loan portfolio expanded 17 percent from a year ago, as corporate loans rose 18 percent and consumer loans grew 15 percent.

Meanwhile, another bank reported robust earnings in the first half.  Union Bank of the Philippines, the banking arm of the Aboitiz Group, earned PhP6.2 billion in the first half, up by 52 percent from PhP4.07 billion during the same period last year.

PUP Students Top 2013 Nutritionist and Dietitian Board Exam

Two students from the Polytechnic University of the Philippines (PUP) in Sta. Mesa, Manila topped the 2013 Nutritionist-Dietitian Licensure Examination given by the Professional Regulation Commission's (PRC) Board of Nutrition and Dietetics.

The PRC said 605 or 64 percent of the 940 examinees passed the 2013 Nutritionist-Dietitian Licensure Examination held in Manila and Zamboanga in July 2013.

John Carlo Race Morillo of PUP topped the board exam with a rating of 87.3 percent, followed by Maru Azalea Reyes Tinio of UP Diliman with 86.45 percent.

Julius Ceazar Aquino Bactad of PUP Sta. Mesa ranked third with 86.15 percent, followed by Nicole Wina Penulla Duran of UP Diliman with 85.80 and Irenelle Talatala Medalla of UP Los Banos with 85.65.

Others in the top ten ranking are Gracielle Ma. Rosette Bebelone Enobio of University of the Immaculate Conception in Davao with 85.50 rating; Jonathan Chua of UST with 85.35; Denniese Casim Sy of UP Los Banos with 85.05; Hannah Cristina Pacheco Clemente of UP Los Banos with 85; and Kimberly Anne Casipit Caunin of UP Los Banos with 84.95.

The members of the Board of Nutrition and Dietetics are Virgith B. Buena, Chairman; and Azucena B. Limbo, Member.

Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will be on August 22 and 23, 2013.

Those who will register are required to bring the following: duly accomplished Oath Form or Panunumpa ng Propesyonal, current Community Tax Certificate (cedula), 1 piece passport size picture (colored with white background and complete nametag), 2 sets of metered documentary stamps and 1 short brown envelope with name and profession; and to pay the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2013-2016. Successful examinees should personally register and sign in the Roster of Registered Professionals.

Philippines has 109.5 Million Mobile Subscribers

The Philippines now has 110 million mobile subscribers, exceeding its population of just 100 million.  This can be explained by the fact that an average subscriber uses two or more SIMs attached on their cellular phones.

Philippine Long Distance Telephone Co. (PLDT) said its wireless units have more than 73.4 million mobile subscribers as of June 2013.

It said the figure represents two thirds of the Philippines' total mobile market.

Globe said it has 36.1 million subscribers as of June.

Smart Communications Inc., a unit of PLDT, has 25.5 million subscribers under the Smart brand while Talk ‘N Text has 31.8 million subscribers as a result of 1.3 million net additions in the first half.

Digitel Mobile Philippines Inc., which PLDT acquired last year, listed 16.1 million subscribers under its Sun Cellular brand.

The combined subscribers of the PLDT wireless group is now more than double the subscriber base of Globe Telecom.

Only 4 million of the 109.5 million subscribers have post-paid plans.  PLDT said its wireless group maintained leadership in postpaid with a total base of 2.2 million as of end June. Globe has over 1.9 million post-paid subscribers during the same period.

PLDT said the growth of its wireless group leveraged on its more extensive and robust cellular and mobile data networks to win more subscribers.  

Smart’s fourth-generation Long Term Evolution (LTE) network now covers over 1,100 sites in 170 key cities and municipalities nationwide.

“Our sustained leadership in wireless is a reflection of our long-term strategy in combining innovative services, compelling mobile Internet content, attractive and value-for-money offerings, customizable and attractive device and plan packages and a clearly superior network,” said Orlando B. Vea, chief wireless advisor of Smart and president and CEO of Digitel.

“We are pushing growth further by launching game changing services such as Smart Music and mobile financial services,” he said.

Google launches crisis response map for Tropical Storm Maring (Trami)

Google has released a crisis map through Google Maps to help Pinoys monitor disaster-prone areas in Metro Manila and other parts of Luzon at the height of tropical storm Maring (international name: Trami).

Luzon has been battered by the southwest monsoon brought by tropical storm Maring since Saturday, August 17, and has already affected more than 600,000 families. Seven have been reported dead due to the torrential rains. 

The map, http://google.org/crisismap/2013-maring, which Pinoys can access on their desktop and mobile browsers, provides information about the tropical storm’s path, the rainfall warning, and the 24-hour forecast of accumulated rainfall across the country. The map also shows:

Clouds imagery

Landslide and flood-prone areas

Rainfall and flooding forecast

“Coming from our experience during recent typhoons, we realize that we are in a unique position to help our fellow Pinoys through technology. We will continue to assist in disseminating information to the public," said Aileen Apolo, Head of Outreach, Google Southeast Asia. "This crisis map is made possible with the help of the government, first responders and our volunteer mappers, and we hope it will be useful to those who want to help out," Apolo added. 

Anyone can share the maps or embed them in websites. “Simply hit the ‘Share’ button at the top of the map to get the HTML code,” Apolo said. “We will continue to update the maps as more information becomes available.”
